COLOUR is the most exciting design element     
However it is hard to use effectively. The ability to use colours is difficult to learn and comes with lots of experience and a good eye. Colour has such strong psychological, and even physiological, effects on us that any formula about it's use would be doomed to failure.
The best advice is simple: keep in mind what you are trying to communicate

COLOUR SYMBOLISM
Time and tradition have created strong, symbolic color connections. For example, we associate red with festivity, blue with distinction, purple with dignity, green with nature, yellow with sunshine, pink with health, and white with purity. Context also gives color specific meaning - we know that red means stop, and green means go.
